List Every Control System in the Lot
List the turbine control system, generator excitation and protection relays, the HMI and any plant or fleet controllers for every unit in the lot. Note the hardware and software versions, because older systems may need specific engineering tools or laptops to connect.
Ask which systems are supplier-locked, which have been modified on site and who made those changes. Site modifications that are not in the backups can leave you with a unit that behaves differently from its documents.
Write the controls pack into the purchase contract as a deliverable for each unit, with a clear list of what counts as complete. Vague promises to provide software are hard to enforce later.
Collect Backups, Licences and Access
Ask for current program backups, configuration files and protection settings for each unit, taken from the running controller where possible rather than from an old archive. Check dates and versions against the unit’s service history.
Confirm software licences and engineering tools, and get written confirmation of whether they can transfer to you. Some licences are tied to a company, site or serial number, and moving them may need the supplier’s consent or a fee.

Test the Pack Before Final Payment
Test a restore of the backups before final payment where you can, on the unit itself or on a spare controller. A backup that cannot be loaded is no backup at all, and a failed test is far easier to resolve while money is still held back. Ask the seller to attend, so any gap can be fixed on the spot.
File the controls pack with the title, warranty and maintenance records, and keep a second copy offsite. Your O&M team will need it for every fault, upgrade and relay test for the life of the unit.
